New York City kicked off the first congestion pricing program in the US, part of an effort to reduce the number of vehicles in the world’s most traffic-clogged urban area while raising money for transit infrastructure.

The New York City tolling plan, the first of its kind in the country, finally debuted after being halted just weeks before its original start date last summer. Officials started it on a Sunday to work out the kinks before rush hour traffic Monday morning.

“We are disappointed that the courts are allowing congestion pricing to take effect,” Natalie Hamilton, a spokesperson for New Jersey Governor Phil Murphy, said in an emailed statement after the US Court of Appeals for the Third Circuit denied the state’s appeal. “We will continue fighting against this unfair and unpopular scheme.”
